I found out some more info.  What's happening is when they type the username in 
the TO line, it's defaulting to their Personal Address book email accounts, 
instead of the Global Address list and they have it setup in their profile to 
look in the Global Address list first but keeps bring up the personal address.

Were the messages for the users mailboxes from another server in a different 
Organisation by any chance? If you imported them to this server using exmerge 
this is a known issue and there is no fix. I spoke to Microsoft PSS on 
precisely that problem yesterday and this sounds very simlar to the problem I 
have.

We just set up a new Windows 2000/Exchange 2000 box with all patches and for 
some reason when we type in the users name in the To: or CC:, it recognizes the 
name but doesn't send unless we manually go into the Global address list and 
pick the users.  This doesn't happen with all user accounts in the Global 
Address, just some.
 
Example, if it type in John in the TO: it recognizes John Doe, but when I go to 
send the email, it comes back undeliverable.  If I go to the Global Address 
list, pick John Doe and sends find.
