The dictionary cache management is completely different from the
buffer cache. In buffer cache, data blocks are cached and in the
dictionary cache the relative rows are cached. That is why we call the
dictionary cache as row cache. And the rows are protected by the row
cache enqueues. So pinning may not be possible..
