It is almost certainly fine - I've seen many cases where, due to OS or
driver oddities (especially on Solaris and Linux systems), unused CPU
time can get accounted for as wio.
In general, if you're concerned that your storage is slow and
negatively impacting the performance of your database, the key metric
to look for from the OS perspective is the IO service times. Ideally,
IOs on your primary storage devices should not take more than 10ms to
return - above 12-15ms, the storage will start to "feel" slow. Of
course, like anything else, your mileage may vary.
